Blue screen after installation on Win XP

We are trying to get started with Reporting Services but are having a problem with always getting a blue screen in XP after installation. I'd like to know if others have experienced this, or have an idea of what the problem is.
This is the process I follow:
Reformat the hard disk Install Win XP Pro Install .Net framework Install IIS Register ASP.NET Install SQL2000 SP3a Reboot Install Reporting Services (any combination of service packs or no service packs)
Reporting Services will now appear to work correctly. The sample reports can be viewed and used.
BUT when rebooting, a blue screen error will invariably appear before the login prompt, making the machine unusable:
"STOP: c000021a {Fatal System Error} The Windows Logon Process system process terminated unexpectedly with a status of 0xc0000139 (0x00000000 0x0000000) The system has been shutdown."
Sometimes the machine freezes, forcing the reboot. This has happened consistently every time we have tried (about six or seven times) and on different machines of different makes.
